Configure the financial resources of the department
The financial resources of the Department consist of the following:
- What is allocated to it from the general budget of the state.
- Revenues generated from services provided to others for a fee in accordance with the regulations and legislation in force.
- Any other resources it is allowed to achieve in accordance with the legislation in force.
Functions and tasks of the Land Transport Authority
Implementing the legislation related to land transport and proposing what is necessary to amend it
Implementation of legislation related to the transport of hazardous materials on public roads
Proposing legislation regulating international transport in Libya, including international multimodal transport legislation
Determining the volume of passengers and their trends between cities and with neighboring countries in the field of road transport
Work to determine the current volume of freight transport and its future prospects within Libya and with neighboring countries
Establishment of the Land Transport Authority
Establishment of an interest The establishment under the provisions of this decision is a public interest called the Land Transport Department, which has legal personality and independent financial disclosure and is affiliated with the Ministry of Transport.
Determine the headquarters of the interest
The headquarters of the Authority shall be in the city of Tripoli, and its branches or offices may be established inside Libya by decisions of the Minister of Communications.
Appointment of the head of the department
The department shall be managed by a president named by a decision of the Council of Ministers based on a proposal from the Minister of Communications.
Create an independent budget for the department
The Authority shall have an independent budget, and the Authority’s fiscal year begins at the beginning and ends of the state’s fiscal year, provided that the Authority’s current fiscal year begins from the date of enforcement of this resolution, and ends at the end of the state’s fiscal year.
